Nigeria's ambassador to the United States has berated Washington for refusing to sell "lethal weapons" to fight his country's Islamic uprising, saying the extremists otherwise would have been defeated long ago.
Adebowale Ibidapo Adefuye said the United States is letting down an old ally in its hour of need, and Nigeria's people and government feel abandoned.
"The U.S. government has up till today refused to grant Nigeria's request to purchase lethal equipment that would have brought down the terrorists within a short time," Adefuye told members of the Washington-based Council on Foreign Relations Monday night.
"We find it difficult to understand how and why, in spite of the U.S. presence in Nigeria with their sophisticated military technology, Boko Haram should be expanding and becoming more deadly."
Adefuye said that Washington has refused Nigeria's requests to buy heavy weaponry because of allegations the defense forces have violated the human rights of Boko Haram suspects. It was not possible to get an immediate response from U.S. officials but U.S. laws ban sales of lethal weapons to countries whose military are accused of gross human rights abuses.
Adefuye dismissed the allegations as rumors spread by political opponents as Nigeria prepares for presidential elections in February.
An Associated Press investigation found Nigerian troops responsible for the deaths of thousands of detainees since a state of emergency was imposed in May 2013 in three northeastern states.
In the latest such report, community leaders and family members told AP that soldiers raided poor homes in Potiskum, capital of Yobe state, on Nov. 5 and dragged away young men aged from 18 to 30. Soldiers later dumped 18 bullet-ridden bodies at the hospital mortuary, according to hospital records that identified victims including a tailor, a butcher, a student and a cattle trader.
The military has not responded to requests for comment on that incident.
The killings came two days after a suicide bomber killed 30 people in a procession of moderate Muslims.
On Monday, Potiskum was further terrorized when a suicide bomber killed 48 students at an all-boys high school.
The continued violence comes despite the Nigerian military's claim on Oct. 17 that Boko Haram had agreed to an immediate cease-fire. The militants have denied there is any truce and have responded with more and deadlier attacks. The extremists now control a swath of territory in northeastern Nigeria estimated to cover 20,000 square kilometers (7,700 square miles) along the border with Cameroon. The Nigerian military — badly paid, demoralized and riddled with corruption — has not been able to stop the Islamic militants from seizing more towns and cities.
President Goodluck Jonathan Wednesday declared his government will defeat Boko Haram.
"We must defeat terror," he said before a crowd at an Abuja stadium, announcing that he will run for re-election in February. "We are equipping the armed forces and deploying special forces this time to engage the terrorists and end this senseless war."
He also promised, again, to "get our daughters free," referring to the more than 200 schoolgirls kidnapped in April whose plight has attracted international outrage.
Boko Haram is better equipped than the military, mainly with arms looted from barracks and abandoned by fleeing troops, say governors in the northeastern states, other politicians and soldiers who have deserted the front.
Nigeria has made at least two failed attempts to buy helicopter gunships and other weapons in South Africa. In September, South African customs officials seized $9.3 million in cash flown in on a private jet by two Nigerians and an Israeli. It was a "legitimate arms deal," said PRNigeria, a public relations firm that promotes the Nigerian government.
In October, South Africa froze $5.7 million wired to the account of a South African arms dealer by Nigeria, saying the dealer no longer had a license to export weapons. Nigeria's Senate Defense Committee is investigating.
Local press in Nigeria have quoted security officials saying the country recently took delivery of some attack helicopters from China, but those reports have not been verified.

Lagos State Governorship Aspirant, Special Adviser Arraigned For Murder - Politics - Wabsodlink
The atmosphere of the Ebute Meta Chief Magistrate’s Court was tense on Tuesday when a former Commissioner for Rural Development and a governorship aspirant of the All Progressives Congress, Tola Kasali, 62, was arraigned for murder.
Arraigned with him were the Special Adviser to the Lagos State Governor on Politics and Legislative Matters, Musiliu Folami, 64, and Kasali’s Chief Security Officer, Tobun Abiodun, 38.
The court was filled with party loyalists, supporters and family members of the accused persons, as many others stood outside the court.
They were arraigned on four counts bordering on murder and unlawful possession of firearms.
The police said the men conspired to kill one Musiliu Lamidi on November 9, 2014, around 2pm at Eko Tourism Hotel, Akodo, in the Ibeju-Lekki area of the state.
The police added that they were found in possession of a pump-action gun, with number 6381, without a valid licence issued by the appropriate authorities.
The corpse of the deceased was said to have been found on the premises of one of the defendants.
The offences were said to be punishable under sections 231, 221 and 409 of the Criminal Law of Lagos State, 2011 and Section 27 (b)(1) of the Firearms Act, Cap 28 Laws of the Federal Republic of Nigeria, 2011.
Their pleas were not taken by the court for the offences.
However, a senior state counsel, Femi Adamson, who came from the Office of the Attorney General of the Federation, invoked a section of the law to take over prosecution from the police.
He said, “I am a senior state counsel and I want to take over the prosecution of this case. This is pursuant to Section 211 (1b), (2) of the 1999 Constitution of the Federal Republic of Nigeria, as amended.”
The leader of the police team from the legal department of the State Criminal Investigation Department, Godwin Osuyi, said it was not right for the case to be taken from the police since the police had only sought to remand the defendants in custody pending legal advice.
Osuyi, after agreeing to step aside, said, “Before I step aside, I wish to state that they were brought before this court for remand. They have not been formally charged.”
But the court ruled that since the case belonged to the state, it could take charge of it at any time.
The state prosecutor, Adamson, thereafter applied for the remand of the three defendants in custody, citing Section 264(1) of the Administration of Criminal Justice Law of Lagos State, 2011.
However, the leader of the seven-man defence team, Taiwo Ajala, opposed the application for remand.
According to him, there were no allegations before the court, but mere rumours, which should be struck out.
He said, “So far, what are before your honour are not charges, but mere rumours, which have no place in a court of law. These rumours have been elevated to the point of allegations.
“To raise rumours to allegations, one would have expected the prosecution to depose to an oath so that the court can look into it. But this is missing.
“Accordingly, I apply that the defendants be granted bail. Jurisprudentially, the reason behind remand is if the court is not sure that the defendants will attend court proceedings from time to time.
“I crave the indulgence of this court to the social standing and circumstances of the defendants. The first is currently the special adviser to this government. The second has a lot of prefixes to his name. He was a former Commissioner for Rural Development. His impacts are felt on our roads. He was also a former Commissioner for Special Duties, while the third defendant had, at different times been a chief security officer of the state. They are all known by reputation.”
Ajala said if the defendants were not granted bail, it would affect the running of the government and the residents of the state.
After making his submissions, the prosecutor said he was not objecting to bail.
“With all due respect, bail is at the discretion of the court and the court is guided by principles. I have come to realise that these are people serving the government of the day in different capacities,” he said.
The Chief Magistrate, Tunbosun Abolarinwa, in his ruling, expressed disappointment in the prosecution for not being able to support the remand application brought before the court.
He said, “What is before the court is a remand application, but the police who brought it have not been able to support same. This is probably why the defence counsel referred to the charges as mere rumours.
“If their movement is restrained, it will bring serious discomfort to them and people associated with them and will be a disservice to the society. This court sees them as people who should uphold the law of the land and the orders of this honourable court.
“This court has confidence in their ability to show up in court.
“The reasons for remand brought by the prosecutions are not reliable and cannot sustain the charges.”
Abolarinwa granted the defendants bail on “self recognition” and ordered the prosecution to verify their addresses and places of work.
The matter was adjourned till December 11, 2014 pending legal advice from the Directorate of Public Prosecutions.

UPDATE: Many students feared killed as suicide bomber hits Yobe school - Politics - Wabsodlink
Many students are feared killed in a suicide bomb blast on Monday morning at Government Comprehensive Science Secondary School, Potiskum in Yobe.
Nansak Chegwam, the Police Public Relations Officer (PPRO) in the State, confirmed the attack to the News Agency of Nigeria (NAN) in Potiskum.
Mr. Chegwam said, “We have just received the report but the details are not yet available because it happened just this morning.”
NAN gathered that the bomber detonated the bomb when the students were having morning assembly before proceeding to their classrooms.
A resident of Potiskum who preferred to remain anonymous, said, “I am currently at the hospital; many dead bodies have been deposited.”
Meanwhile, parents and guardians have thronged Potiskum General Hospital searching for their wards as the bodies and those injured were moved to the hospital.
The attack took place barely one week after a suicide bomber ran into a Shiite procession killing 30 people with 89 others injured in the town. (NAN)

Ajimobi Commissions Biggest Oil Refinery - Business - Wabsodlink
GOVERNOR Abiola Ajimobi of Oyo State on Friday inaugurated the biggest automated edible oil refinery and margarine company in Sub-Saharan Africa in Ibadan, with a pledge that his administration would continue to do all within its powers to ensure that the state continued to be the preferred destination of investors in Nigeria.
The firm, Rom Oil Mills Limited, a subsidiary company of Flour Mills of Nigeria Plc, is expected to refine crude palm kernel oil, crude palm oil and crude soyabean oil into refined oil and distilled fatty acids.
Speaking at the ceremony, Governor Ajimobi said that the effect of the employment generation that the company would give the people of the state, was his own idea of stomach infrastructure.
“This, indeed, is our idea of the so-called stomach infrastructure. We thank the management of the company for their implicit trust and confidence in our state. You have indeed vindicated our stance,’’ he said. The governor added that the cumulative effects of his administration’s developmental drive and consequent influx of investors into our state would result in employment generation and empowerment of the people which, he said, would positively impact millions of our people, as “it is the best and most dignifying stomach infrastructure ever’’.
Ajimobi said the establishment of the firm, a-400 metric tonnes per day universal refinery, was another testimony to his administration’s leadership and “investors- baiting” policies.
He described the development as the dividends of the peaceful atmosphere which his administration brought back to the state at its inception, as well as the enabling environment which had been attracting foreign investment. He also stressed that the management of the company would never have invested their billions of naira in a violent-prone and dirty Oyo State of the past. The governor, while stating that thousands of the sons and daughters of the state would be employed by the company, added that this would have multiplier effects on over a million of their dependants.
Governor Ajimobi expressed satisfaction with the rate at which investors had been trooping to the state, stating that “Oyo State boasts of the presence of a leading soya milk manufacturing company in Nigeria, the largest bread-making factory West Africa, the Number One day-old chicks agricultural company in Nigeria, the biggest support service provider for the telecoms industry in Nigeria, among others.
“If you add the largest Shoprite outlet in West Africa that has been recently sited in our state, you will understand how a secured and peaceful atmosphere, as well as an environmentallyconducive state, is essential for employment-generation and indeed, the economic development of the people. “Add all these to the rebirth of night life in the capital city, as manifested in the many hospitality industries that have sprung up in the nooks and crannies of Oyo State, you will realize why development experts say that peace and security are the foundation of any society,’’ he said..
The governor said that his vision was based on removing the state from the unpleasant profile of a backward, violent state that drove away investors. Speaking at the occasion, the Minister of Agriculture, Dr. Akinwumi Adesina commended the agricultural agenda of the Ajimobi administration, stressing that the governor had done a lot to assist farmers in the state, especially in the provision of tractors and other farm implements. He also said that the federal government had distributed 351,000 high quality palm seedlings to farmers in the state. He thanked the governor for ensuring that the seedlings got to the end users.

A Nigerian church accused of linking poor discipline to witchcraft wants to open an independent school in Kent. Winners' Chapel International, which is currently under investigation by the Charity Commission, wants to open the school at its Dartford site.
Human rights campaigners and the National Secular Society are urging the government to turn down the school bid. The church, whose leader Bishop David Oyedpo was filmed accusing a woman of being a witch, declined an interview.
The organisation, which has its headquarters in Nigeria, is known as Living Faith Church Worldwide and also Winners' Chapel International (WCI).
Bishop Oyedepo, its leader in Nigeria, has been shown on YouTube slapping a woman and accusing her of being a witch.
His son David Oyedepo Junior is the pastor at WCI's European headquarters in Dartford, where the church organisation wants to open Kingdom Heritage Model School for children aged four to seven.
But groups including the National Secular Society (NSS) have raised concerns amid claims the church links child "disobedience" to witchcraft - citing the David Oyedepo Ministries website, which states "disobedience is as terrible as witchcraft".
Stephen Evans, from the NSS, said the Metropolitan Police had investigated 27 cases of child abuse related to witchcraft this year.
He said: "There's a need to be vigilant and there's a need to tackle this. You don't do this by allowing organisations that believe in witchcraft and are associated with witch-hunting to open in the UK."
The school application is being considered by the government. The Charity Commission confirmed concerns raised about Winners' Chapel International included conflicts of interest and the charity's financial management. In 2011, Bishop Oyedepo's fortune was estimated at $150m (£94m).

Private Sector Investment In Cement Industry Hits $7bn - Business - Wabsodlink
Olusegun Aganga, Minister of Industry, Trade and Investment, on Friday said the Federal Government has attracted new private sector investment worth $7 billion into the cement sector in the last three years.
Aganga stated this at the 4th Annual Seminar for Industry, Trade and Investment Correspondents and Editors in Abuja.
According to him in 2011, the installed capacity in the cement sector is 16.5 million metric tons per annum.
“Today it is 39.5 million metric tons. When we came in, there were about $9 billion investment in the cement sector, but today it is more than $15 billion.
“In 2011, the direct and indirect jobs from the cement sector was less than 600,000 today the sector provides about 2.2 million direct and indirect jobs,’’ he said.
He said the federal government spent at least $5.2 million in the importation of cement, but since 2013 the present administration has not issued any import license.
“Our main focus for the cement sector, going forward, is to improve the standard of cement and to bring the price down. Cement manufacturers must do it because we do not do price regulation.
“There was announcement a few days ago that one of the cement manufacturers is bringing down the price of its 32.5 by 40 per cent from N1,700 per bag to N1,000.
“The 42.5 is coming down from around N1,800 to about N1,150 per bag,’’ said the minister.
He said there have been complaints about what was happening in the sector, urging Nigerians not to worry because the government was aware of its policies.
The minister said that a new anti competition policy that would provide a level playing field for all investors in the Nigerian economy would soon be rolled out by the federal government.
“We have a competition policy, we have anti-trust law that we are looking at and we have competition Bill that is going to the National Assembly.
“We will make sure that industrialists and investors across the country continue to have the confidence that everyone will play on a level playing ground,’’ he added.
Aganga noted that President Goodluck Jonathan had initiated and implemented far-reaching industrial policies which have helped to diversify the nation’s economic and revenue base.
“The policies are also to attract fresh foreign direct investment, create employment and increase the capacity utilisation of key manufacturing sectors of the economy.
“When the name of the Ministry was changed from Commerce and Industry to Industry, Trade and Investment the emphasis was for us to focus on industrialisation, trade and attracting investment across all sectors,’’ he said.
The two-day seminar is expected to end tomorrow.
